Position description

At DCAF, we envision a world where democratic sector governance advances sustainable peace and development and human dignity for all.

Our mission is to advance the security of all people through nationally owned, inclusive, and participatory security sector reforms based on international norms and good practices.

DCAF’s Cybersecurity programme, implemented by Europe & Asia, aims to support good governance in cybersecurity. The programme contributes to making cybersecurity responsive and effective by working with cybersecurity actors from the public and private sector on improving law and policies, stakeholder cooperation and the effective provision and oversight of cybersecurity. To this end, the programme provides advice and research, organizes technical trainings and workshops and organises stakeholder exchanges.

The Cybersecurity programme is currently looking for a qualified, dynamic and motivated:

Junior Project Officer (JPO) 50%

Location: Geneva, Switzerland

Starting date: 15 July 2025

Duration: One year (with the possibility of extension)

The role

Under the supervision of the Senior Manager and in close cooperation with other project team members in Geneva, Belgrade, Podgorica and Prishtina, the Junior Project Officer is in charge of supporting the implementation of cybersecurity governance capacity building projects in Southeast and Eastern Europe.

  • Support the Senior Manager with the coordination of the work of the team
  • Contribute to project administrative and finance processes: follow up contracts, keep track of reporting requirements and relevant payments; review and process of project-related financial transactions
  • Provide finance-related support to the Senior Manager, including with monitoring project budgets on an ongoing basis
  • Draft report on project activities and prepare information dissemination on project results
  • Any other assigned finance and administrative tasks

Your experience

  • University degree in political science / international relations and/or law or related subjects. A specialization in security policy / security and conflict management / security sector governance is considered an asset.
  • Up to three years of professional experience.
  • Prior experience in assisting with the management of projects, including support to administrative and finance processes related to project management.
  • Experience in results-based project management will be considered an asset.
  • Knowledge of / academic focus on the Western Balkan region, Eastern Europe and the South Caucasus with a focus on security sector reform, particularly cybersecurity is considered an asset.

Additional requirements

  • Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
  • Strong organizational skills with effective time management and ability to prioritize and plan own work to meet deadlines.
  • Precision and accuracy in executing tasks.
  • Ability to work with colleagues at all levels, to multitask, and to handle tight deadlines and stressful situations.
  • Excellent command of written and spoken English.
  • Knowledge of Albanian, Serbian/Croatian/Bosnian/Montenegrin language is considered an asset for this position.
