Russia declared “terrorist state” by PACE as a Turkish representative abstains

A draft resolution on the further escalation of aggression of Russia against Ukraine was presented during the plenary session of the Parliamentary Assembly of the Council of Europe (PACE) on Thursday in Strasbourg.

“This aggression must be unequivocally condemned as a crime, as a violation of international law and as a major threat to international peace and security,” the resolution stated, and an amendment proposing to “declare the Russian Federation a terrorist regime” was introduced.

As the assembly passed the resolution, declaring Russia as a “terrorist” regime, a deputy for Turkey’s main opposition Republican People’s Party (CHP) abstained in the vote.

The text, adopted with 99 votes in favor, and one abstention, also says that recent nuclear threats by Moscow constitute a breach of international law.

PACE became the first international organization to designate Russia a “terrorist state.”

Russia had been expelled from the Council of Europe in March following its invasion of Ukraine.

CHP deputy Unal Cevikoz said after the vote that he abstained because the draft was “confusing.” He expressed his support for Ukraine and said he condemned Russia’s aggression.
