The security department is composed of a Humanitarian Access and Security Manager responsible for supervising and managing the security team, a security officer monitoring the evolution of the context by collecting information, and a liaison officer who guarantees the security of Atlas Logistique projects. Through focal points, NGO and civil society contacts, the security department provides an analysis of the security context on a daily basis. It provides both internal security training and carries out security assessment missions in hostile areas. HI is a member of the GTAH (Humanitarian Access Working Group) led by OCHA RCA and contributes to improving the humanitarian response in Haiti by supporting the collective efforts of the EHP (Humanitarian Country Team), the Inter-clusters and partners to establish and maintain humanitarian access.

Main responsibilities:

Leadership and Team Management  : You lead your team by example by embodying HI values ​​and fostering a culture of collaboration and innovation. You clarify strategic objectives and translate them into operational objectives for the team, organize operations, stimulate performance and facilitate problem solving. You support teams in developing their skills and ensure that a culture of safety is fostered within the program and that teams continue to develop professionally.

You support and coach team members, ensuring their professional development, commitment and compliance with HI’s policies and code of conduct.

Standards and Expertise: You contribute to the development, updating and implementation of HI’s security management system, ensure the implementation of HI’s security policies by adapting them, if necessary, to the local context. You contribute to the drafting and implementation of the program’s operational strategy.

Operational implementation: you monitor local, national and regional contexts in collaboration with colleagues in the region, strengthen HI’s acceptance and presence by consolidating relationships with key contacts and local stakeholders.

As the guarantor of operational security management, you carry out security assessments and formulate recommendations in order to guarantee the security of operations. You advise on security risks, resources, security frameworks and contribute to the drafting of project proposals.

You oversee incident and crisis management, ensuring a rapid and effective response, and carry out regular field visits.

You support the Country Manager in developing strategies to improve humanitarian access and lead negotiations with authorities and key stakeholders to open new geographic areas.

Emergency Preparedness: You lead emergency preparedness actions and, in the event of a crisis, adapt the team’s priorities in order to respond quickly and effectively to humanitarian needs.

Representation and Coordination: You represent HI in bilateral meetings with humanitarian and local actors, as needed. You develop and expand HI’s network of contacts with security specialists, international NGOs, UN agencies and local government entities.

Qualifications and skills:

  • Fluency in English fluency in French is an asset.
  • Ability to work effectively in complex and pressured environments.

Your Profile:

  • For this position we are looking for proven experience in security management, humanitarian access and team management, as well as solid knowledge of security management systems, humanitarian policies and crisis management.
  • Your excellent communication and negotiation skills, your ability to influence and develop relationships at all levels will be necessary assets to succeed in the role.
  • You have good stress management and ability to respond to changing needs
