Position description

Banyan Global is recruiting a Chief of Party (COP) to lead the anticipated 3-year USAID/Tanzania’s Competitive and Open Procurement Activity to strengthen Tanzania’s public procurement system, fostering greater transparency, efficiency, and competition. By enhancing governance in public systems, the project will promote fair and effective procurement practices, optimize resource allocation, and contribute to sustainable economic growth in Tanzania. The COP will be responsible for overseeing the entire Contract, ensuring efficient and effective delivery of activities that achieve the Activity’s objectives. Providing technical leadership and administrative oversight, the COP will serve as the primary representative for Banyan Global to the donor (USAID), government entities and key local stakeholders, and partners. The position is full-time, based in Dodoma, and contingent on funding. Tanzanian applicants are strongly encouraged to apply.

Responsibilities:

  • Provide overall oversight of all Activities, including setting the strategic direction and technical standards of all deliverables.
  • Provide leadership in and oversight to coordinate technical assistance to support development, functionality, scalability, and piloting of the National e-procurement System (NeST) as well as collect baselines against which procurement system enhancements can be measured. 
  • Ensure that Activity tasks are completed on time and on budget, objectives successfully met, and all contract deliverables and work products meet quality standards.
  • Serve as the primary point of contact with and represent the Activity to USAID, implementing partners, Tanzanian government officials, and other relevant stakeholders.
  • Proactively identify resources required by the Activity, including consultants and subcontractors, and oversee the development of scopes of work (SOWs) for the same.
  • Directly or indirectly supervise all Activity staff and consultants.
  • Lead all Activity planning and supervise the development, implementation, and reporting of Activity tasks in accordance with the USAID contract.
  • Ensure compliance with contract provisions, including annual work plans and other reports.
  • Ensure adherence to all relevant USG, Banyan Global, and host country rules, regulations, and laws, including those related to procurement and labor and employment.
  • Other related duties as assigned.

Qualifications

  • At least eight years of professional experience managing complex international development programming, preferably with a focus on fostering fair, transparent, and clear public procurement process improvements; government capacity strengthening; and/or improved monitoring, evaluation, and learning.
  • Previous COP experience or equivalent (e.g., Team Leader, Country Director) on a USAID-funded award preferred.
  • Demonstrated technical expertise building, operationalizing, and maintaining secure, end-to-end digital information management systems, preferably in relation to e-procurement systems (e.g. e-Registration, e-Tendering, e-Contract, e-Catalogue, e-Auction, and e-Payment).
  • Experience monitoring and evaluating procurement process improvements highly desired.
  • Five years of experience successfully managing diverse teams.
  • Excellent interpersonal skills and track record of successfully managing relationships with diverse development stakeholders, including the private sector, in Tanzania.
  • Professional fluency in English and Swahili.
  • Master’s degree or higher in business administration, international development or related fields.
