Working with government, civil society partners and other humanitarian agencies, UNFPA Pakistan advocates for the integration of gender and sexual and reproductive health issues by increasing awareness and commitment among policy makers, decision-makers and program managers and strengthening partnerships with national entities to improve coordination for effective preparedness and response.

UNFPA is aligned with national priorities (Pakistan 2025 Vision), the United Nations Sustainable Development Framework (UNSDF 2018-2022), UNFPA Strategic Plan (2018-2021), International Conference on Population and Development (ICPD), the 2030 Agenda for Sustainable Development (SDGs) and Family Planning 2020 commitments.

UNFPA provides technical support to their implementing partners in executing and reporting the planned activi-ties in the work plans, guided by UNFPA Policies and Procedures. To further strengthen the management of opereations support and to support the Country Office Human resources Associate in day-to-day activities, UN-FPA seeks to recruit One (1) UNV Volunteer Human Resources Assistant.

The HR Assistant provides support to program team in day-to-day task ensuring the high quality, accuracy and consistency of work. S/He will be oriented on the UNFPA Policies and Procedures so to effectively assist in completing HR recruitments and other support tasks. The incumbents will report directly to the Human Re-sources Associate.

HR :

  • Receiving and reviewing hiring documents for the recruitments of Individual consultants (national and international)
  • Routing case for approval of hiring from Management
  • Advertising the approved posts in local portal
  • Convening and Documenting recruitment panel meetings
  • Long listing the candidates as per criteria
  • Greeting short listings from panels and interviews, presentations and desk reviews and approval from Management
  • Issuing letter of intent and ensuring completion of all documents from the newly recruitment consult-ants before issuance of contract
  • Arranging briefings / making orientations to all new individual consultants hired about contract man-agement
  • Verifying individual consultant’s documentation and filing /organizing them accordingly
  • Advertising the approved posts for Staff positons
  • Convening and Documenting recruitment panel meetings
  • Proposing selection panels in consultation with the CO leadership
  • Supporting the design of interview questions for both written and panel interviews
  • Preparing interview packages for panel members
  • Briefing panel members on interview methods
  • Contacting shortlisted candidates and coordinate written tests and interviews
  • Providing training programs for the new hired staff
  • Entering candidates’ data in the HR databases
  • Maintaining attendance records of all the employees
  • Performing administrative duties as and when required
  • Interviews (both written and verbal) organized and conducted
  • Timely and accurate organization of recruitment
  • Flow charts of HR processes
  • Staff training plan updated
  • Up-to-date and secure databases, files and records

Protocol :

  • Provide guidance on E-Visa applications to international staff, consultants, and detailed assignment personnel.
  • Communicate visa requirements and updates.
  • Track and follow up on pending visa applications.
  • Liaise with for timely MOFA through UNDP approvals.
  • Support in completing visa forms.
  • Process necessary management approvals.
  • Handle the entire visa process, ensuring compliance with MOFA regulations.
  • Process issuance and renewal of MOFA Dip/Non Dip Cards (Accreditation Cards) for eligible staff and dependents.
  • Process vehicles exemptions and registration / deregistration / sale permissions through UNDP and act as focal from UNFPA.
  • Facilitate duty exemptions for exporting household goods.
  • Clear communication and timely processing of visas,
  • Responsible for filing and uploading protocol documents of international staff and vehicles in IODOCS

Languages :

  • English, Level: Working knowledge, Required
  • Required education level
  • Bachelor degree or equivalent in Administration, Human resources and any other relevant field.

Skills and experience :

  • Human resources management or other relevant programmes; experience with recruitment is an asset, as is experience working in the UNFPA/ UN or other international development organization. and;
  • Good knowledge of HR principles, rules, regulations, and procedures within the UN Computer literacy and the ability to effectively use standard office software tools as well as good knowledge and skill in using HR systems;
  • Ability to extract and format data and solve operational problems;
  • Ability to organize own work, set priorities and meet deadlines;
  • Takes responsibility to respond to internal and external service needs promptly and proactively; takes initiative to ensure that deadlines, rules and regulations are met;
  • Uses own discretion to address unforeseen situations. Demonstrates a high degree of confidentiality, initiative and good judgment;
  • Demonstrates courtesy, tact, patience and ability to work effectively with people of different national and cultural backgrounds
