How can you make a difference? 

UNICEF in Vientiane, Lao PDR is looking for an International Consultant for Technical support to the Functional Review for the Lao PDR 2027-2031 CPMP. The duration of this assignment is 3 months, starting as soon as possible.

Summary of key functions/accountabilities:

The consultant will support the design of the Country Programme Management Plan (CPMP) for the upcoming country programme through a well-informed and participatory Functional Review following the UNICEF Step-by-Step Guide. This approach will leverage insights gathered from staff during the CPD planning phase reviews and consultations. The consultant will collect input from senior management, various levels of the organizational structure, and staff association as needed.

  • Conduct a desk review of the current country programme structure and its implications for the office structure.
    • Review documentation related to current CP and structure.
    • Assess how the current office structure aligns with the new CPD programme requirements.
    • Evaluate the flexibility of the office structure to adapt to different programming contexts.
    • Interview key staff to further understand the aims of the 2027-2031 CPD and relevant contextual elements.
  • Undertake a Functional Review following the UNICEF Step-by-Step Guide review of the scope of activities, the organization and delivery channels, the delineation of responsibilities, and the capabilities the UNICEF Lao PDR requires to deliver the 2027-2031 Country Programme.
  • Recommend effective strategies to bridge any identified skill gaps, including a proposed staff development plan.
  • Integrated Programming and Cross-Sectoral Functions:
    • Evaluate how the current office structure and processes facilitate integrated programming.
    • Assess the effectiveness of cross-sectoral functions in supporting sectoral programmes to achieve their objectives.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education:

Human Resources, Business Administration, International Relations, Social Sciences, Psychology, or related field.

Knowledge/Expertise/Skills required:

  • At least 10 years of relevant experience in Human Resources management and/or Organization Development, specifically at a level commensurate with this assignment.
  • Senior-Level Expertise: Strong background in Human Resources management and Organization Development, with extensive experience in developing organization structures, profiles, and assessments. Good analytical skills and sound judgment are highly valued.
  • UN Experience: Previous experience in CPMP-related assignments within UN agencies is a significant asset.
  • UNICEF Profile: Proficiency in HR planning and management in line with UNICEF policies is advantageous.
  • Development Knowledge: Familiarity with the strategies and modalities in the development sector.
  • Multicultural Competence: Ability to work effectively in a multicultural environment.
  • Understanding of the local context in Lao PDR is an advantage.
  • Report Writing: Excellent report writing skills.
  • Interpersonal Skills: Strong interpersonal skills that facilitate effective collaboration and communication.
