Contract Duration:   For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for both fixed-term established and general temporary assistance posts.

Organisational Context

The Financial Planning and Control Unit (FPCU) performs activities which are essential to supporting the Office of the Prosecutor (OTP or Major Programme II) management and the Office’s operations, in accordance with the relevant articles of the Rome Statute that establish the governing framework of the Court. FPCU’s main objective is to facilitate the full implementation of legislative mandates and compliance with the Court’s policies and procedures with respect to the management of the financial resources of Major Programme II, ensuring the prudent stewardship of funds for the effective delivery of the programme of work and for staff of the Office as foreseen in the budget assumptions.

Duties and Responsibilities

Under the supervision of the Senior Manager, the incumbent of this post will perform the following duties:

  • Develop, consolidate and oversee the implementation reporting of the Office of the Prosecutor’s (OTP)budget and financial plans;
  • Provide management with budget analysis, financial reports, forecasts, trends and performance reports;
  • Provide OTP senior managers with analysis on expenditures and administrative matters to support the decision making on matters of budget control and financial performance;
  • Represent the OTP and make recommendations for cross Court advisory committees including Procurement Review Committee (PRC) and ERP and contribute to Court-wide modelling projects with budgetary or administrative consequences, deputize for the Senior Manager in the Budget Working Group (BWG) and other inter-organ bodies, as appropriate;
  • Coordinate with relevant sections of the Registry to ensure efficiency, resolution of problems and improve workflows and efficiency;
  • Manage and supervise the staff members of the Unit and set tasks and objectives, manage their performance appraisals, fostering high-quality connections based on respect, trust and active engagement, ensuring staff are empowered to achieve the agreed goals through coaching, guidance and training;
  • As the alternate Certifying Officer for OTP, verify and certify expenditure, obligations and allotments of the OTP budget, exercising discretion and ensuring to adherence to the Financial Rules and Regulations;
  • Undertake other duties and projects as may be assigned by the Senior Manager.

Essential Qualifications

Education:

  1. Advanced University degree in business or public administration, finance, accounting or other related field is required. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of five (5) years (seven (7) years with a first level university degree) of progressively responsible relevant professional experience in administration, finance, accounting or related field is required. Relevant experience in an international environment is considered an asset; Supervisory/managerial experience is required.

Knowledge, skills, and abilities:

  • Knowledge of relevant rules and regulations to be able to facilitate budget and financial transactions/certifications as well as HR/staffing related Budget matters;
  • Excellent interpersonal, negotiation and persuasion skills; excellent verbal written and visual communication skills;
  • Management and leadership skills, team motivation skills, proven ability to organise work;
  • Ability to work under pressure;
  • Strong analytical skills, accuracy, ability to assimilate complex data and synthesise results;
  • High level of IT proficiency (MS Office and ERP systems);
  • Knowledge of SAP would be considered a strong asset;
  • Ability to work in a non-discriminatory manner, with respect for diversity and ability to keep strict standards of confidentiality and security;
  • Professional integrity.

Knowledge of languages:

Proficiency in one of the working languages English or French is required. Working knowledge of the other working language is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an additional asset.

General Information
