Position description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities. 

 

The Grant Operations & New Instruments Division, which is part of the Directorate for Loans and Social Development, manages trust funds and projects funded by the European Union and other donors. In addition, the Division identifies and designs new grant operations and innovative instruments and supports the CEB-EU cooperation by actively engaging in EU project calls for proposals, among other activities. The Donor Relations Unit (DR) handles donor and peer organisation relations and manages entrusted funds to support the CEB’s core financing activities and to fulfil its strategic objectives. DR proposes new trust funds, makes recommendations on policies and manages trust fund operations according to applicable agreements, regulatory frameworks and best practices.

 

The Grant Operations & New Instruments Division is looking for a Donor Cooperation Coordinator to support donor-funded operations by assisting the Donor Relations team in its daily work, including administrative tasks. S/he will report to the Head of the Donor Relations Unit and work in close collaboration with other colleagues of the Unit and, more broadly, the Division.

 

KEY RESPONSIBILITIES

 

  • Support the preparation or prepare drafts of, proofread and format documents (mostly in English) for internal and external communication, such as memos, correspondence, presentations, minutes, communication and visibility material, reporting, etc.
  • Pre-review grant requests to ensure that they comply with eligibility requirements of donors.
  • Ensure that all information related to donor contributions, including grants, are properly recorded and updated in the Bank’s IT tools, in coordination with other Bank Units, and work with the Bank’s IT Division to improve these tools.
  • Assemble data on donor-funded activities to support reporting or ad-hoc information requests.
  • Follow up on timelines and deadlines for the contracting, disbursements, reporting etc to ensure compliance with Donor requirements. 
  • Ensure validation and signature of documents. 
  • Ensure filing of documents related to donor contributions in the Bank’s dedicated tools filing and archiving system.
  • Contribute to improving workflows, guidelines and procedures of the Unit, keep abreast of latest office technology and best practices. 
  • Organise meetings and events for the Unit.
  • Act as back-up to other support staff in the Division and carry out other assignments as needed.  

 

Qualifications

Academic background: 

  • General secondary education diploma, preferably with a focus on office management, administrative support, or business studies.

Professional background:

  • Proven successful experience in an administrative support role, project coordination, or office management function. 
  • Experience from another International Organisation, in particular an EU Institution and/or and International Financial Institution, would be ann advantage.
  • Proficiency in the use of MS Office applications including Word, Excel, PowerPoint, Outlook etc. and online video conferencing software (Zoom, Teams, WebEx). 
  • Ability to quickly learn and assimilate new tools, rules and procedures.
  • Excellent planning, organisational and multi-tasking skills, with the ability to work autonomously and focus on priorities.
  • Strong coordination skills and ability to work in a fast-paced environment under tight deadlines.
  • Excellent writing skills.
  • Strong communication skills (phone, email, in-person) and good ability to adapt communication and correspondence style according to protocol.
  • Strong sense of discretion and confidentiality.
  • Attention to detail.
  • Proven capacity to work efficiently in a hybrid workplace.

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of (an)other language(s) of one of the CEB 22 “target group countries” of Central, Eastern and South-Eastern Europe (Member countries | CEB) would be an asset.

EMPLOYMENT CONDITIONS

 

1) Initial 1-year appointment, with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

 

2) Grade and salary:

  • B4 – B5
  • Depending on level of experience, monthly salary range starts between 4,981 € and 5,786 €, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances[1] and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
