Des unites d’appui administratif aux pays (CSU) ont ete creees dans la structure organisationnelle pour fournir un appui aux responsables de service et aux membres du personnel a assumer pleinement leurs responsabilites dans l’environnement du Systeme mondial de gestion (GSM) et garantir le respect des politiques, procedures, regles et reglements institutionnels sur toutes les questions et transactions administratives et financieres dans le contexte d’un systeme de planification des ressources institutionnelles (ERP).


Sous la supervision du charge des operations, Le(la) titulaire s’acquitte des fonctions ci-apres :Activer les contributions, demander la repartition et l’amendement des contributions ;2.Reconcilier les comptes mobiles money apres chaque activite et s’assurer que les reliquats soient reverses dans le compte de l’OMS;3Suivre les depenses par rapport aux budgets des contributions, du financement des projets, de la repartition des contributions, et des allocations du budget programme;4Suivi de la comptabilisation et justification des charges en rapport avec les couts de voyage et l’acquisition de biens et services (cf. instruction comptable 45);5.Analyse du budget et etablissement de rapports sur le budget et les contributions ;6.Contribution a l’etablissement de rapports sur l’evaluation des performances ;7.Tenue du grand livre et des documents comptables en vue de l’enregistrement des transactions financiers, de l’apurement des comptes et de l’etablissement des rapports periodiques ou speciaux ;8.Execution des instructions de paiement par le versement des salaires, indemnites, sommes dues au titre des paiements des frais de voyage et autres versements aux fonctionnaires, experts, consultants, fournisseurs et ayants droit ;9.Effectuer le mapping des positions avec les task et award10.Suivi et revue des couts du personnel sur les postes occupes et vacants11.Tenue des livres de caisse notamment en assurant le controle des depenses et la concordance entre les livres de caisse et le grand livre ;12Concordance des livres de caisse et des releves bancaires ;13Liaison avec les responsables des banques locales en vue d’obtenir des renseignements a jour sur les taux de change et d’interet, les modifications apportees aux procedures et reglements et les questions touchant la tenue des comptes bancaires du Bureau de Representation ;14.Fourniture d’une assistance aux superieurs hierarchiques dans tous les aspects de la tenue des comptes et du controle budgetaire, par des rapports sur la situation financiere, les procedures, le taux de change, les couts et depenses, ainsi que les problemes de financement eventuels ;15.Etablissement des donnees financieres destinees aux previsions budgetaires et financieres.



Essential: Avoir un diplome de fin d’etudes secondaire (Baccalaureat) ou formation technique equivalente, ou enseignement commercial plus une specialisation en comptabilite, budgetisation ou finance
Desirable: Bachelor en finance ou en comptabilite ou d’etudes superieures en Gestion,comptabilite, finances ou une certification en gestion et comptabilitefinanciere seraient un atout


Essential: Minimum 10 ans d’experience pratiques dans les domaines de finance, budgetisation et/oucomptabilite, dont 3 a 5 ans d’experience a un poste de responsabilite
Desirable: Une experience sur une position similaire dans une institution du systeme des Nations Unies, ONG ou dans une organisation internationale -Une experience al’utilisation les systemes bases sur Oracle ou un autre systeme similaire a ERPest un atout – Une experience dans ledomaine de l’analyse de donnees ou dans un domaine connexe serait un atout


1.Experience dans la gestion financiere : la gestion des ressources financieres ;l’analyse et l’evaluation des donnees financieres ; suivi des transactionsfinancieres, y compris les paiements, les recouvrements et les engagements ; laverification financiere, le controle de gestion et le reporting.2Capacite a produiredes rapports financiers analytiques en utilisant les logiciels .appropries ;aptitude a interpreter des regles et reglements financiers, et a creer etmaintenir de bonnes relations de travail avec des personnes de cultures et demilieux differents.3.Capacite a effectuer des travauxde nature confidentielle et a traiter un grand volume de travail4.Capacite a se tenir au courant deschangements dans les procedures et lespratiques, regles et reglements, la structure organisationnelle, dans le Bureau Pays, le groupe organique etl’OMS, pour etre en mesure debriefer et expliquer les procedures aux autres membres dupersonnel.5.Connaissance de l’utilisation de feuilles de calculet de progiciels de base de donnees

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 17,327,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
