Summary About the Position: Incumbent serves as a Project Manager under direction of the Senior Project Manager for managing assigned projects of a limited scope from planning to completion. As Project Manager, integrates all the processes and functions involved in the project, including planning, engineering, design, construction, and other technical functions. Responsibilities Manages project planning and programming with the coordination and technical management of assigned civil works projects of limited scope, from planning stages through completion of construction. Serves as a project manager coordinating the development of project schedules, budgets, manpower needs, and milestones for assigned projects. Makes field investigations as necessary to assure implementation of project needs. Assures that the project studies, reports and other required data and information are being prepared on a timely basis to comply with the project needs, and that the project is technically sound. Analyzes and discusses project needs with supervisor to assess the status of the project and to identify any problems; recommends necessary changes or alternatives to resolve problems encountered or anticipated. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, physical science, economics, or architecture. OR Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. OR Education: Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, physical science, economics, or architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, physical science, economics, or architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-07 you must have 52 weeks at the GS-05 level. For the GS-09 you must have 52 weeks at the GS-07 level. For the GS-11 you must have 52 weeks at the GS-09 level.
