For every child Education

With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea, UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference? 

Background

For many years, the NDoE has facilitated an annual national joint sector review (JSR), known as the Senior Education Officer’s Conference (SEOC), with broad participation from sub-national and international stakeholders.[1] The NDoE and Provincial Divisions of Education (PDoEs) present progress reports, data and activities, and participants receive background information from major investment activities and development partner projects. However, the SEOC process is not fully aligned with the annual planning and budget cycle (i.e. it occurs after the budget submissions are developed) which weakens the impact of the recommendations made during the workshop. The department also identified that the SEOC could have a stronger linkage to the NEP and Corporate Plan; reviewing progress towards targets and making recommendations.

In order to complement the annual SEOC, introduction of Joint Sector Review (JSR) process was proposed and planned in PNG. So far the NDoE, namely the Research and Evaluation Division (RED) has spearheaded by organizing a preparatory workshop and international consultations. A pre-JSR report, which is a form of an annual implementation report, was drafted. However, it requires further editing and writing in order to make the report more comprehensive and in a clear structure with further analysis so that the report can be circulated and used as a basis for the JSR workshop (or eventually for the SEOC) with stakeholders and partners.

Purpose of the consultancy

The purpose of the consultancy is to support RED-NDoE to finalize the JSR report which includes a statistical digest of KPIs, analysis of progress toward the NEP and Corporate Plan targets and financial performance. The final report will be approved by Secretary for Education, circulated and promoting dialogues among stakeholders and partners in order to make further progress in implementation of NEP.

Key functions, accountabilities and related duties/tasks for 15 days

The deliverables for the consultancy include:

1. Desk review of the draft JSR report and relevant reference documents (e.g., NEP, Corporate Plans, Annual Reports, ESA);
2. Collection and compilation of missing information and data from Divisions (via RED) where appropriate;
3. A final JSR report ready for Secretary for Education’s review and approval.

Work assignment overview

The consultant will be responsible for the delivery and technical quality of the final product. To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: An advanced university degree in the fields of education/education planning, economy, sociology, social sciences and any related fields.

Work Experience: At least 8 years of documented international experience in education planning, management, monitoring and/or evaluation.

Language Requirements: English

Desirables:

Experience in PNG and the Pacific is considered an advantage.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
