UNWOMEN - United Nations Entity for Gender Equality and the Empowerment of Women


Background

UN Women, built on the vision of equality embodied in the Charter of the United Nations, is a UN agency working towards eliminating discrimination against women and girls, empowering women, and achieving equality between men and women, human rights, humanitarian aid, peace and security. By placing women’s rights at the centre of all its efforts, UN Women leads and coordinates the work of the United Nations system to ensure that commitments on gender equality and gender mainstreaming around the world are translated into concrete action. It provides strong and coherent leadership in support of the priorities and efforts of the UN Member States, generating effective cooperation with civil society and other relevant partners.

In fact, UN Women Tunisia is part of a regional programme called “Dare to Care”, a first-of-its-kind in terms of focus, scale, and approaches, which aims to support regional and national priorities on gender equality and the empowerment of women and girls through greater involvement of men and boys in domestic responsibilities and care work in the Middle East and North Africa region (MENA).

This regional programme has a duration of three years beginning in October 2023, and is funded by the Swedish International Development Cooperation Agency (SIDA), the German International Development Cooperation Agency (GIZ) and the Basque Agency for Development Cooperation (AVCD).

The regional “Dare to Care” programme is based on the results and lessons learned from a prior regional programme called “Men and Women for Gender Equality” (MWGE), which was run by UN Women from 2015 until September 2023, funded by SIDA. 

The countries that are implementing the “Dare to Care” programme in the MENA region are: Tunisia, Morocco, Egypt, and Jordan.

It is specifically important to point out that one of UN Women’s main lines of work in the MENA region has been unique in the world due to its methodologies, as well as its focus on transforming patriarchal masculinities and social norms. UN Women’s work in this area has shown that changing the social norms that impede gender equality, even in the most conservative societies, is truly possible when appropriate methodologies and strategies are used when working with individuals.

In conclusion, the program work toward the achievement of the following three equally important and inter-linked outcomes:

Outcome 2: Key institutions effectively transform patriarchal masculinities and social norms -with a focus on advancing caregiving and household responsibilities of men and boys and the economic empowerment of women and girls. Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.

Duties and Responsibilities

Objective of the Assignment

As part of the implementation of dare to care Programme in Tunisia, the “Dare To Care” program aims to achieve the following result: youth serving institution contributes to transforming patriarchal masculinities and social norms, with a focus on the care work of men and boys and women’s participation in paid employment;

More precisely, UN Women will support the youth serving institution to achieve impactful change within its structures and portfolios and, most importantly, to produce impact at scale in the young men and young women beneficiaries of the institutions.

Through this course of action, work will be carried out with the youth serving institution to integrate a feminist perspective into its structures, plans and programmes, based on the gender audit carried out in 2023 with the support and coordination of UN Women;

Via this institutional-level gender mainstreaming action, perspectives and approaches will be included in the institution’s programmes and services to promote male care work and break down the gender stereotypes that prevent women from participating in the labor market. Likewise, there will be support for the establishment of an institutional architecture and a network of gender equality focal points, with coverage at the national level and within Tunisia’s 24 regions. Surveys will also be conducted before and after the training in order to assess the beneficiaries’ improvement in terms of acquiring knowledge and skills;

For this reason, UN Women Tunisia is seeking to recruit an experienced national consultant in the field of gender mainstreaming to support the development of a gender mainstreaming manual and provide technical training on its use and on gender mainstreaming with a specific focus on promoting male care work and domestic responsibilities, and on the egalitarian stereotypes that enable women’s participation in the labor market.

Beneficiaries of the training to be provided by the consultant are:

– Key staff of the youth serving institution: gender training + the use of guide;

– The network of gender equality focal points at national and regional level: Training of trainers about gender mainstreaming and the guide;

Expected results:

• The youth serving institution has the necessary skills/tools to pursue gender mainstreaming independently;

• The network of gender focal points is equipped with the skills, knowledge and tools needed to lead gender mainstreaming efforts in the institution during and after the end of the program.- All results and best practices are proven and documented.

Consultant is expected to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc..

The consultant will be under the supervision of the UN Women program coordinator. 

Deliverables Timeline 

Deliverable 1:

Inception report of the assignment that includes the methodology to:

– develop the gender mainstreaming guide,

– and the training material, and the detailed timeframe of assignment.

20 June to 20 July

Deliverable 2

a comprehensive practical guide to gender mainstreaming in the institution’s structures, plans and programs, based on the gender audit carried out in 2023

20 July to 20 August 

Deliverable 3: All the training materials (plans, programmes, assessment tools..etc) :

– package 1 : for Key staff of the youth serving institution: gender training + the use of guide,

– package 2 : The network of gender equality focal points at national and regional level: Training of trainers about gender mainstreaming and the guide,

Training sessions:

– for Key staff of the youth serving institution: gender training + the use of guide,

– The network of gender equality focal points at national and regional level: Training of trainers about gender mainstreaming and the guide,

– Each session is 3 days

20 July to 20 August 

Deliverable 4:

– Power point presentation of: the guide (developpement process + and the guide itself) – Power point presentation of: the training course + the results ; for both groups (key staff, gender equality focal points). – Minutes of coordination meetings between UN Women and the youth-serving institution on the services to be provided by the consultant, containing agreed action points on guide development and training. – Presentations on the progress of the consultant’s work

20 October to 20 November

Timeframe 

The timeframe of the assignment is five months: the assignment is expected to start in 20 June and be finalized by 20 November 2024. 

All deliverables shall be provided three languages: Arabic French English. this depends on the type of deliverable and the needs of UN Women and its partner.

Financial arrangements

A workplan will be established at the beginning of the contract with clear planned milestones/outputs and indicators. This workplan will be agreed between the National Consultant and the Project Coordinator.

Monthly payment will be made only after Project Coordinator’s review and certification that the National Consultant has achieved the required results set out in the workplan. The National Consultant’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication skills, accuracy and quality of tasks. 

Payment will be made only if the expected results are achieved and the reports are submitted in a timely manner. Payment will be made for the days actually worked according to the approved daily rate. Monthly payment amount will depend on actual days of National Consultant’s service.

Functional Competencies

• Sound knowledge of gender-related issues and women’s rights, including international human rights conventions, gender equality, gender analysis, gender mainstreaming techniques and tools, as well as masculinities;
