JOB CONTEXT:
From its office in Amman, Jordan, HI continues to manage its Syria program through, Beirut, North-West Syria, and North-East Syria. In the North-East Syria the program focuses on 3 main components of intervention:

  • Health (Multi-Disciplinary Rehabilitation Services):
  • Humanitarian Mine Action (HMA):
  • Inclusion of Persons with Disabilities and Vulnerable Groups:

The Operations Manager position is based in Hassakeh, North-East Syria, with regular travel to Raqqa. Access to North-East Syria is facilitated through Erbil, Iraq, with support from the HI Iraq program.

YOUR MISSION:
As Operations Manager you play a critical role in overseeing HI’s programming in the areas of intervention, coordinating with key stakeholders relevant for the program and supporting Project Managers, and ensuring the effective implementation of HI’s programmatic strategy in the North-East of Syria.

You ensure optimal quality and the impact of the projects through appropriate oversight mechanisms. The role requires on-the-ground leadership, strategic planning, and close collaboration with local and international partners to address the evolving humanitarian needs of affected communities.

You must also navigate the complexities of the post-Assad transition, ensuring that HI’s programs remain relevant, effective, and responsive to the rapidly changing operational environment.

Under the line management and upon delegation of the North-East Syria Hub Manager, as Operations Manager, your key responsibilities will be:

Mission 1: Management

Mission 2: Strategy and steering

Mission 3: Operational implementation

Mission 4: Standards and expertise

Mission 5: Emergency Preparedness and Response

CHARACTERISTICS OF THE POSITION:

  • The security context in Northeast Syria remains complex due to ongoing armed confrontations and the resurgence of certain armed factions. Access to some areas is restricted. Access to NES is facilitated via Erbil, Iraq, with support from the HI Iraq program. Travel restrictions and delays can occur due to changing context, requiring flexibility and contingency planning.
  • You have 6 years of experience as project or program manager with an INGO,
  • You show interest in the Disability and Inclusion fields,
  • You master proposals writing,
  • You show very good management skills,
  • You have a positive personality

  • 6 months International contract starting from April 1st 2025;
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals;
    • Pension scheme;
    • Medical coverage with 50% of employee contribution;
    • Repatriation insurance paid by HI;
  • Salary from 2869 € gross/month upon experience;
  • Perdiem: 596 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary;
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 8 weeks
  • Position unaccompanied
  • Housing: Shared and taken in charge by HI;
  • If you are resident in the country: local package.
