The Protectionf of Family Links Field Officer 3 assists in designing, carrying out, monitoring and evaluating ICRC restoring family links (PFL) activities.

Accountabilities & Functional responsibilities

•    Plans, carries out and reports on PFL activities, some with complete autonomy as a team leader in AFC Sub Delegation.
•    Produces analyses of the security, socio-economic, cultural and political environment in which the ICRC is working, shares relevant information with colleagues and reports any changes in the situation.
•    Contributes to the design and implementation of multidisciplinary projects.
•    Collects, compiles and translates or interprets PFL-related information, and prepares written reports.
•    Plans, organizes and reports on internal and external meetings, sometimes autonomously.
•    Develops and maintains contact with municipal/regional authorities, local/regional National Society branches, the local population and suppliers.
•    Ensures the sustainability of their work and puts in place a system for archiving their work for the purposes of institutional memory.
•    Delivers briefings and provides technical support to staff involved in PFL activities.


  • Is the line manager and the functional manager of the 2 PFL field officers in AFC sub-delegation. In addition, is the technical referent for the PFL practitioners in AFC Sub-delegation and its 4 offices (Ghazni, Khost, Gulbahar, Jalalabad) under the supervision of the Deputy Protection Coordinator (Deputy ProtCo)Field of the Sub-delegation.

People management responsibilities


Scope & Impact

  • Geographical remit: Local, national
  • May contribute to the management of the PFL budget especially in link with the cooperation with the NS (capacity building, trainings, payment of salaries)
  • In charge of medium- or large-scale PFL activities and projects, including some with a degree of complexity.
  • May be responsible for local project management.
  • Staff management up to three persons.


  • Internally, interacts with colleagues on matters relating to the ICRC’s PFL activities, mandate and positioning in the country.
  • Externally, interacts with a network of contacts at the local, national and regional level, such as authorities, civilians, international organizations and NGOs, in line with the delegation’s communications policy and subject to staff risk management requirements.

Certifications / Education required

  • University degree in a relevant field such as management, political science, and international relations.
  • Fluent (min C1) in English and fluent in local languages (Pashto, Dari)
  • Computer proficiency
  • Typically, 6-9 years’ of relevant professional experience
  • Staff management experience is an asset.
  • Good understanding of ICRC programs, especially Protection
  • Experience in an ICRC operation is an asset.
  • Sound knowledge of the political, social and media environment in the country/region covered.

Professional Experience required

  • Typically, 6-9 years’ professional experience overall.
  • 3–4 years’ previous experience as a social worker or similar.
  • 2–3 years’ ICRC experience in the field of PFL or similar experience with other international organizations.
  • Proven experience in leading and managing protection activities or projects.
