Job Description

DevWorks is recruiting for a Senior Data Management and GIS Specialist for the Feed the Future Bangladesh Sustainable Aquaculture Activity. The Activity aims to enhance inclusive and sustainable aquaculture sector growth in Bangladesh through a market system approach to improve rural household income and nutrition.

The Senior Data Management and GIS Specialist will lead development and operationalization of the Management Information System (MIS) (web and android based application) and Geographic Information System (GIS) across the Activity for monitoring, evaluation, and learning (MEL) data management, analysis, reporting, and spatial presentation. Major responsibilities will include strategic support to the MEL plan, implementation of the GIS plan, development of the MIS, and GIS-based data collection and analysis. They will work closely with the MEL/CLA Director and other MEL staff to use GIS and other data analysis techniques to inform reporting, CLA, adaptive management, and communications. Major tasks and responsibilities include:

  • MIS Development: Leading the design, development, and implementation of a comprehensive MIS tailored to the Activity’s needs. Ensuring the MIS is user-friendly, scalable, and capable of integrating various data sources. Collaborating with technical teams to define system requirements, troubleshoot issues, and implement upgrades. Providing training and support to staff and stakeholders on the effective use of the MIS.
  • Stakeholder Mapping: Supporting the Activity’s MIS-GIS-enabled stakeholder mapping activity in Year 1 and updates in subsequent years.
  • Data Management: Informing data collection efforts to incorporate GIS data collection needs, as appropriate. Maintaining the Activity MIS for indicator data. Ensuring data integrity, consistency, and security across all project datasets. Performing data cleaning, validation, and analysis to support reporting requirements.
  • GIS and Spatial Analysis: Developing and managing GIS datasets and conducting spatial analysis related to sustainable aquaculture production, rural household income and nutrition, and gender and social inclusion. Creating detailed maps, visualizations, and reports to support project planning and stakeholder engagement.
  • MEL and Adaptive Management: Collaborating with the MEL team to ensure Activity data aligns with project indicators and goals. Using MIS-GIS tools to track Activity interventions, participants, and stakeholders; monitor progress; and evaluate impacts on aquaculture sector growth. Developing MIS-based real-time dashboards or reporting tools for data visualization to enable evidence-based decision-making and adaptive management.
  • Capacity Strengthening: Training project staff, partners, and stakeholders in MIS, GIS, and data management tools and techniques. Preparing user-friendly manuals, guidelines, and standard operating procedures for MIS, data collection, and GIS usage.
  • Knowledge Management and Communications: Supporting the preparation of knowledge products and presentations to share findings and insights with external stakeholders.

Qualifications

  • At least 7 years of progressive experience in designing, developing, implementing, and reviewing MIS and GIS strategies for development programs. Experience with Feed the Future USAID-funded projects in Bangladesh preferred.
  • Strong working familiarity with USAID MEL policies, standards, and best practices, such as the ADS 201, the Program Cycle, and the CLA framework.
  • Strong command of database and GIS software.
  • Solid understanding of quantitative and qualitative monitoring and evaluation methodologies, including skills in analysis, documentation, and presentation of complex data/information.
  • Demonstrated experience using data to inform adaptive management.
  • Prior experience in the agriculture sector (ideally including aquaculture).
  • A bachelor’s degree or higher in a field related to MIS, GIS, or Statistics.
  • Excellent communication and interpersonal skills.
  • Fluency in English required.
