Under the direction and overall authority of the Comptroller, the incumbent will manage the Strategic Resource Management Section and functions and accountabilities assign to them. He/she will provide the strategic advice with regards to the management of the UNICEF’s financial resources to ensure (1) the overall financial health of UNICEF; and (2) that resources are allocated in a results-based environment, based on risk analysis, and in compliance with Executive Board requirements and the UNICEF Financial Regulations and Rules. 

How can you make a difference? 

Prepare Executive Board documents

  • Serve as the lead technical focal point of the Comptroller in the preparation of Updated Financial Estimates, Integrated Budget and MTR, Cost Recovery, and others as requested.
  • Assist the Comptroller in interfacing with Executive Board and ACABQ on resource management.
  • Liaise with the Secretariat of the ACABQ and other UN organizations about budget policy formulation, interpretation of UN administrative and budgetary procedures, and information regarding proposed UNICEF budget estimates.
  • Assist the Comptroller and Deputy Executive Director (Management) in providing responses on the budget to the ACABQ and UNICEF Executive Board.

Support corporate resource allocation decisions

  • Develop resource planning strategies for the corporate resource management framework and provide substantive advice to the Comptroller.
  • Prepare annual resource planning framework in close collaboration with other headquarters divisions.
  • Lead the technical review of submissions to the Global PBR and coordinate the preparation of Global PBR reports and Decision Memos.
  • Review requests for corporate resources and provide advice to the Comptroller and DED Management for decision making.
  • Provide strategic advice to the Office of the Executive Director, including regular financial updates, and also provide substantive input/analysis for various organizational initiatives.
  • Ensure resource allocation and utilisation is compliant with FRRs and Executive Board decisions.
  • Review and provide advice to OED on Decision Memos with resource implications.

Contribute to UN system-wide initiatives related to resource management

Analysis of Financial Resources

  • Analyze current and past trends in key performance areas including all areas of revenue and expenses;
  • Monitor performance indicators, highlighting trends and analyze variances,
  • Oversee and manage the development of financial forecasting and the relevant tools.

Budget Policy and Procedure

  • Lead the preparation and update of corporate budget policy and ensure mechanisms are in place to monitor overall compliance.
  • Prepare Budget Guidelines in conformity with policy decisions for formulation of the quadrennial budget proposal to the Executive Board.
  • Maintain clear definition of UNICEF budget policies and when necessary, formulate budget policies for approval of senior management, Executive Director and/or Executive Board.
  • As part of budget planning, review policies relating to revenue-generation and cost recovery.
  • Develop set of budget forms and instructions for guidance to regional and field offices and headquarters divisions for preparation of the integrated budgets.

Provide resource allocation guidance and assistance to clients including HQ, ROs and COs

  • Respond to questions and provide guidance to HQs/COs on matters related to budget and resource management, including questions about interpretation of policy.
  • Provide advice and guidance to field offices and headquarters divisions in preparation of budget estimates.

Budget Control and Monitoring

  • Issue approved budgets and maintain position data for all UNICEF.
  • Monitor status of allotment and expenditure for all UNICEF offices to ensure that actual expenditures are within total allotments.
  • Maintain control of all post changes for all categories and funding sources and provide Post Control Analysis to senior management for review.
  • Consider requests and authorize budget transfer for additional budget allotments within established limits and monitor the overall utilization rate of international salaries to ascertain the minimum vacancy rate stipulated in the budget documents.

Lead enhancements to VISION resource management functionality and coordinate year-end budget processes

  • Identify simplification opportunities within VISION.
  • Prepare specifications and work with ICTD to develop enhancements to respond to corporate requirements.

Other Management Responsibility

  • Manage the staff of the Strategic Resource Management Section, prepare job descriptions, review PER objectives, assess performance, establish and follow-up work plans, etc.
  • Represent the Comptroller as requested internally (Contract Review Committee, Emergencies Meeting, etc.) as well as externally (Finance and Budget Network meetings, and other international and inter-organizational fora).
  • Under the guidance and direction of the Comptroller, participate and support in other strategic initiatives within the Division of Financial and Administrative Management, including cross cutting work with other Sections.

  • Advanced University degree (Master’s) in the following: Finance, Accounting, Business Administration or Public Financial Administration is required.
  • A minimum of 13 years of professional work experience in financial management with at least five (5) years supervisory experience in an international/multinational environment.
  • Background in integrated resource management, results-based budgeting, financial management and good understanding of International Public-Sector Accounting Standards (IPSAS).
  • Excellent knowledge of programme planning, resource allocation and budgeting within an Organization heavily funded from voluntary contributions desirable.
  • Analytical capabilities combined with strong leadership, interpersonal, verbal and written communication skills.
  • Oral and written proficiency in English is required. Knowledge of another official UN language is an asset.

Person Profile:

The Deputy Director- Strategic Resource Management Section deputizes the Comptroller and assists him/her in discharging the responsibilities of the Division in respect of Financial Planning and Resource management issues. The Deputy Director possesses demonstrated qualities of leadership and good management, relevant experience and qualifications in financial and budget management, excellent presentation and communication skills, and very good interpersonal and negotiation skills.

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
