KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.

Job Summary

The Operations and Maintenance Director will oversee and coordinate requirements for Civil Engineering (CE) Back Shops composed of Material Procurement, Pavement and Grounds, Custodial Services, and Craftsman’s IAW PAD 12-03. With general autonomy, this position is responsible for the administrative and operational leadership of a government services project or projects within program guidelines established by the UABOS Program Manager, customer, and/or contract stipulations.

Roles and Responsibilities

  • Coordinate activities between resource managers to ensure all necessary reviews and approvals are met.

  • Provide quality and cost-effective facility and infrastructure maintenance, heavy repair, material acquisition, and assistance to CE customers.

  • Effectively manage manpower and resources to operate, maintain, inspect, repair, overhaul, install, construct, demolish, and logistically support real property (see AFI 32-9005), infrastructure systems, real property installed equipment (RPIE), Equipment Authorization Inventory Data/Document (EAID), and Non-Real Property Equipment/System.

  • Operate and maintain systems to meet the required operational rates.

  • Ensure each shop maintains updated drawings of their respective systems in English and the HN language.

  • Coordinate scheduled utility and system outages with affected base agencies and CE at least 10 duty days prior to the outage.

  • Schedule all outages to ensure the least amount of disruption to occupants.

  • Notify the Ankara Site Manager, the Director of Civil Engineering and affected occupants of the expected downtime due to emergency outages.

  • Ensure real property RPIE is made operational after utility is restored.

  • For the Operations Flight, the contractor shall develop, oversee, manage, execute, and review the preventative maintenance program for all routine, redundant, recurring work involving RP, RPIE, or systems and other equipment maintained by CE IAW AFI 32-1001 and associated CE Playbook on the CE Portal, and work in the Operations Flight Facility Maintenance.

  • Support special base activities with needed services and equipment.

    Basic Qualifications

  • US Citizenship

  • Active U.S. Secret Clearance or the ability to obtain.

  • Valid U.S. Driver’s License

  • Associate’s degree or higher in a related field.

  • 15+ years’ experience in real property operation, maintenance and repair of facilities, infrastructure systems, pavements, and grounds.

  • 8+ years’ experience in supervision/management.

  • USAF installation level working experience.

    Preferred Qualifications

  • Active U.S Secret Clearance

  • Familiarity working with DoDEA customers

  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook
