The Green Climate Fund (GCF) is the world’s largest dedicated fund helping developing countries respond to climate change. It was established by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010 and has a crucial role in supporting the developing countries in achieving their commitments and ambitions towards meeting the goals of the Paris Agreement.
Climate Finance proposals for the GCF are different from traditional funding proposals as they are technically complex and require deep expertise not only sectorally in the area of WASH, but also in Climate Science and Climate Finance. UNICEF faces several constraints with regards to GCF funding, the first being that UNICEF is not yet an Accredited Entity to the GCF. To address this, the UNICEF West and Central Africa office (WCARO) is identifying opportunities to partner with other Accredited Entities and regional/national Direct Access entities to develop a multi-country proposal.
It is intended that a Concept Note to leverage climate finance for the Water, Sanitation and Hygiene (WASH) sector in priority countries in the region is developed and submitted and comments incorporated. It is expected that a full proposal will be developed and submitted in 2025 (under a separate consultancy). The present consultancy TOR describe the support that will be required to draft that concept note.

Purpose of Activity/Assignment:
Development of a multi-country Concept Note on Climate Adaptation for the WASH Sector in five Sahel countries (Burkina Faso, Chad, Mali, Mauritania and Niger) for the Green Climate Fund.

How can you make a difference? 

Scope of Work:

This is a consultancy for an individual consultant (the Consultant) in Climate Finance for WASH.

The consultant will support the WASH Section in UNICEF’s West and Central Africa Regional Office to develop a multi-country Concept Note on Climate Adaptation for the WASH Sector in five Sahel Countries (Burkina Faso, Chad, Mali, Mauritania and Niger) for the Green Climate Fund or other funds, such as the Adaptation Fund (AF) and the Global Environmental Facility (GEF).

The methodology for developing the Concept Note will include the following:

  • Undertake a desk review of relevant literature, reports, policies, approved proposals, strategies, key national climate documents, programme documents and climate science related to climate change of the WASH sector in the Sahel;
  • Undertake key informant interviews with UNICEF staff from WCARO and country offices, and as required government agencies, UN agencies, NGOs, private sector entities, and community-based organizations to identify national priorities for the WASH sector and potential proposal concepts which are aligned with the investment criteria;
  • Coordinate and collate proposal inputs from country offices and develop a solid multi-country with a clear Climate Rationale (including a solid Theory of Change and Logical Framework) into Concept Note to be submitted to a major climate fund;
  • Facilitate a series of virtual and in-person proposal writing workshops with the five involved countries (Burkina Faso, Chad, Mali, Mauritania and Niger);
  • Analyse data to synthesise findings, identify trends, and draw conclusions regarding the current state of climate
    adaptation of the WASH sector in the region (and identify missing data).

The following deliverables are expected from the consultant:

  • Monthly activity reports to be shared with supervisor ahead of monthly progress discussions (at the end of
    months 1, 2, 3, 4, 5 and 6 of the consultancy);
  • Inception Report: Provide a detailed Work Plan, methodology, and timeline for the consultancy (within two weeks
    of the commencement of the consultancy);
  • Outline of the Concept Note: Present the draft outline of the concept note (as text and a powerpoint
    presentation) to outline the Climate Rationale and a draft Theory of Change and Logframe, preliminary findings,
    key insights, and recommendations for review and feedback (within eight weeks of the consultancy);
  • In-person and online workshops delivered
  • Short workshop report (5 pages) of both the virtual and the in-person proposal workshop that should take place in
    September 2024 (within 16 weeks of the consultancy);
  • Draft Concept Note: An advanced draft of the Concept Note that incorporates inputs from the online and inperson
    workshops which will be shared with several stakeholders for comments with comments incorporated
    (within 20 weeks of the consultancy);
  • Finalised Concept Note, which includes the feedback received from stakeholders, and it ready to be submitted to
    climate fund (within 24 weeks of the consultancy).

To qualify as an advocate for every child you will have… 

  • An Advanced University Degree in Environmental science, environmental management, engineering, sanitation, water resources, climate, agriculture, social science, finance, economics, or another WASH-related field. PhD will be an advantage.
  • At least 10 years of programmatic experience in the WASH/climate finance/financing sector
  • At least 8 years of experience drafting and reviewing climate-related proposals or projects.
  • Strong knowledge and proficiency in the climate finance landscape, instruments, and mechanisms.
  • Demonstrated understanding of the principles of climate finance, investment criteria and the requirements of the major climate funds.
  • Demonstrated experience in leading the drafting of at least three approved Climate Finance proposals for major climate funds.
  • Ability to work collaboratively with multi-cultural teams and stakeholders.
  • Strong analytical, communication, and writing skills in English.
  • Proficiency in French would be considered a strong asset.
  • Familiarity with the socio-economic, cultural, and political context of West Africa.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
