GENERAL DESCRIPTION OF THE PROGRAM:

VENGOAL is seeking applications for the position of Technical Advisor for a project focused on providing technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant HIV prevention, care and treatment services to key and vulnerable populations in selected geographic areas in Venezuela.

DESCRIPTION OF THE ROLE:

The Technical Advisor will oversee the design and implementation of all technical strategies and interventions for the project to promote uptake of HIV prevention, care and treatment services by key and vulnerable populations, under the oversight of the Project Director (PD) with a dotted line to the Monitoring Evaluation Research and Learning (MERL) Advisor. The Technical advisor will also design and oversee structural interventions that promote an enabling environment for key and vulnerable populations to access services. The Technical Advisor will play a pivotal role in designing, implementing, and monitoring an effective HIV case-finding, prevention, treatment programming and viral load (VL) suppression strategy throughout the project lifecycle. The Technical Advisor will lead in-country HIV case-finding, prevention, treatment programming and viral load (VL) suppression and community engagement programming, training, and coordination with stakeholders and among local partners.

PRIMARY RESPONSIBILITIES/FUNCTIONS

  • Provide technical leadership at project level in the areas of community-based HIV prevention, care, and treatment to implement high quality activities including HIV testing services (HTS), linkage to and initiation of antiretroviral treatment (ART), pre-exposure prophylaxis (PreP), prevention and response to gender-based violence,
  • Provide clinic-based and community-level supervision, advocacy, and engagement.
  • Build the technical capacity of local organizations and other stakeholders to provide comprehensive HIV services.
  • Promote a data-driven programming and build capacity of project sub-recipients on data use for decision making.
  • Monitor and ensure that the project meets the targets, the project work plan’s deliverables, and ensures all activities are conducted in alignment with project standards, protocols, and policies.
  • Liaise with the Project Director on program management and MERL advisor on data management, reporting and use.
  • Liaise with HIV stakeholders national and regional levels to establish robust partnerships, leverage resources and ensure quality service provision.
  • Provide or oversee technical capacity strengthening of project subrecipients for quality improvement and sustainability.
  • Oversee the development of all regular and ad hoc technical reports and other deliverables.
  • Represent the project with external audiences and at conferences and other forum, as needed.
  • Provide input into technical strategies, workplans, and other documents to ensure project deliverables are incorporated and adapted to the regional context, with additional focus regarding a gender lens on all project activities.
  • Adapt, pretest, and develop HIV prevention/treatment project activities and messages with the HQ SBC Lead, Indigenous Liaison Officers, local partner NGOs, and key project and community stakeholders to improve adoption of positive health behaviors and uptake of quality routine HIV prevention/treatment and other critical health services.
  • Support local partner NGOs to train, coordinate and manage the Community Health Promoters/volunteers, as the key implementers of HIV prevention/treatment activities at community level.
  • Work with MEL team to adapt and implement appropriate HIV prevention/treatment monitoring and evaluation approaches, including relevant formative research, participatory monitoring, and evaluation approaches, and indicators, as necessary.
  • Continuously identify needs and analyze results to develop new learning or modify and improve the effectiveness of existing program needs for adaptive management.
  • Support ongoing coordination and communication on HIV prevention/treatment between HQ, project team, and local partners, including with knowledge sharing and project activities.
  • Assist with coordination and submission of reports on HIV prevention/treatment activities.
  • Institute staff development plans for training and capacity development as needed, and support capacity development efforts for local partners in HIV prevention/treatment.
  • Prepare regular and ad hoc technical reports for the home office, HQ teams or the donor, as required.
  • Facilitate or co-facilitate trainings with the HQ and other staff related to HIV prevention/treatment activities, including training of trainers.

MINIMUM REQUIRED PROFILE

Professional Studies /Education:

  • Medical degree or PhD in Sciences, Microbiology, Biochemistry, Public Health, Epidemiology, Pharmacy or other related area.
  • Master’s in public health or similar degree

Professional experience:

  • Minimum 8 to 10 years of experience in HIV prevention, care, and treatment with key and vulnerable populations.
  • Sound cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity.
  • In-depth familiarity with Venezuela public health sector and donor-funded programs.
  • Previous experience working with program and organizations working with key and vulnerable populations.
  • Demonstrated working knowledge on monitoring and evaluation processes and reporting; ability to perform complex data analyses and make recommendations based on findings.
  • At least 5 years of experience in SBC for country level projects, for which preferably three years were working in the field of international development.
  • Previous experience in building capacity of local organizations and stakeholders.

Knowledge/skills:

  • Demonstrated written, presentation, communication and organizational skills in English and Spanish.

The position will be based in the VENGOAL HQ office. This is a national position.
